The Government in their draft ‘NPPF’ and Design Code guidance appear to put the responsibility on Local Planning Authorities (LPA) to develop their Code, with the default ‘material consideration’ being the ‘National Model Design Code’ as well as Manual for Streets (MfS) until the LPAs have their SPD(s) complete. There is little in the way of mention of where Highway Authorities, other statutory consultees, and their Standards fit in. Should this concern us?
