I’m not sure what you mean by a reverse stagger as a conventional left right stagger brings you to the right hand pole not a right left stagger. Generally because we use right left at junctions (to make the junction as compact and therefore as efficient as possible) and also at dual crossings close to roundabouts (to keep the leaving side crossing queue clear of the roundabout) we don’t have many conventional staggers. Although I can see the point being made surely the argument is that the ped signals are placed so you’re looking towards on-coming traffic when looking at them which is designed as a safety feature.
